A Casa de Saúde Santa Marcelina foi pioneira no processo de implantação, que aconteceu, inicialmente, na zona leste de São Paulo em 1996, iniciando 9 unidades básicas ao mesmo tempo com 27 equipes de saúde da família, média de 3 por unidade. O projeto deu tão certo que logo as comunidades ficaram reivindicando abertura de mais postos e a SES decidiu ampliar de vez a atuação na atenção básica. Atualmente, a Casa de Saúde Santa Marcelina desempenha um importante papel na reorganização da Atenção Primária em parceria com Secretária Municipal de Saúde (SMS) na zona leste II de São Paulo, ao gerenciar 122 serviços nas subprefeituras de Cidade Tiradentes, Guaianases, Itaim Paulista, Itaquera e São Miguel.
