About Budgetary Entity
The Budgetary Entity, and its organizational structure, result from Decree-Law No. 53/2025, of March 28, in a context of reform of public finances and financial management of the public sector. Based on the restructuring of the General Budget Directorate, its mission and responsibilities include overseeing the preparation and execution of the State Budget, State accounting, controlling the legality, regularity and economy of the State's financial administration, as well as ensuring the participation of the Ministry of Finance in the framework of budget negotiations and the multiannual financial programming of the European Union. It is therefore an essential entity for ensuring the stability and sustainability of national public finances in an efficient and transparent manner. One of the roles of the Budgetary Entity involves providing information, with particular emphasis on the Budget Outurn Summary and the Conhecer applications, the latter being simplified and open information supports, developed from the citizen's perspective. Historically, the origins of the institution date back to 1849, with major milestones (among others) being the creation of the General Directorate of Public Accounting (1863-1996) and the General Budget Directorate (1996-2025).
