This worked well when water and sewer rates where a fraction of the cost they are today, and when water shortages were not an issue. In today’s California environment, sub-metering is an effective solution to manage overuse of water and the rising costs associated with it. Sub-metering allows for an equitable distribution of cost; individual homeowners are paying only for the water they use. Most importantly, sub-metering promotes water conservation.
