About CPE Consultants
CPE Consultants, LLC (CPE) was established in May of 2003 by Raul F. Piña, P.E. Mr. Piña traces his roots to 1984, when he and his partner, Jerry A. Collins, started Collins/Piña Consulting Engineers, a 4-person engineering consultant firm. Over the years, the firm grew to 125 persons becoming one of the largest engineering firms in Arizona, offering planning, engineering, surveying, architecture, and landscape architecture services with offices in Tucson, Phoenix, Nogales, and Willcox, Arizona. In 2001, the company was sold to an international consultant firm that wished to expand its capabilities and capitalize on Collins/Piña’s experience. In 2003, Mr. Piña retuned to land development and project management assignments, as the founder of CPE Consultants. CPE staff includes experts in their respective fields, who have teamed together to serve Arizona communities for over 35 (thirty-five) years. The staff of CPE is very familiar with Pima County, Pinal County, Southern Arizona, Arizona State Agencies, and its Mexican Border Region, especially with the City of Nogales and Santa Cruz County, in Arizona, and the City of Nogales, Sonora, Mexico.
