The firm of E&M Engineers and Surveyors, PC was organized in 1946 under the name R.E. Pratt, P.E. to conduct a professional practice in Civil Engineering and Land Surveying. Since its founding, the Firm has also done business as Pratt and Block; Pratt and Edwards; Pratt, Edwards and Moncreiff; and Edwards and Moncreiff, P.C., until its present name was adopted in 1988. In 1974 the building and records of Robert M. Hulings of Bradford, PA, were acquired. That practice is now operated as a branch office serving Clients in Pennsylvania. Glenn D. Cooley, PE originally joined the Firm in 1965 and became an owner in 1982. He is now president of the Firm. Roy R. Pedersen, PE joined the Firm in 1979, and became an owner in 1986 is now secretary-treasurer and manager of the Bradford office. In 2007, Christopher M. Ernst vice president, became an owner; he has been with the Firm since 1998. In 2008, Frederick J. Moricca, III, vice president, became an owner; he has been with the Firm since 1990. Our ultimate goal is successful and timely project completion within budget. We are committed to providing dependable professional service. Our practice consists of work in several fields of Civil Engineering and Land Surveying. We are Consulting Professionals and, as such, we represent the Client. Project maps and designs are based on our Clients requirements, economy and aesthetics. We take pride in out performance as evidenced by the number of Clients served again and again.
