The Robb Elementary School in Uvalde, Texas saw 19 lives taken by an active shooter. During the 75 minutes following the first shot was fired, 911 was over-whelmed with more than 240 calls, more than 250 emergency responders from 12 agencies representing different jurisdictions blocked much needed EMS/EMT services, and confusing over central command was never established. You need a plan for recognizing and reporting emergencies of all kinds at every single school in your school district. This is not a risk mitigation plan for stopping an active shooter. This is the plan that saves lives during and after the event is neutralized. Failing to coordinate a response plan with local 911 and first responders is failing to understanding the critical nature of time and environmental awareness when stress associated with an emergency interferes with saving lives. Yet less than 5% of school safety budgets go toward the most critical consideration once an emergency occurs: How school staff, student, 911 and local authorities respond. Matters of life and death are filled with stress. Reducing that stress by clarifying your schools roles and responsibilities, environment, layout etc., is step one. Step two is employing a wayfinding system that is standardized and coordinated so first responders can respond and save lives that are too often lost because of time and location factors.
