EV Parking Paradox is a regulatory reform advocacy initiative addressing the inconsistent treatment of electric vehicles in Australian strata buildings, with a particular focus on New South Wales. The Issue: I highlight a fundamental regulatory paradox: Electric vehicles containing large lithium-ion batteries are permitted to park in basement car parks across Australian strata buildings without special requirements. However, when owners install standards-compliant EV chargers (AS/NZS3000:2018) for these same vehicles under NSW Exempt Development provisions, Accredited Practitioners (Fire Safety) may withhold Annual Fire Safety Statements, demanding expensive Fire Engineering Reports and special certifications. My Position: This interpretation directly contradicts the former CEO of the Australian Building Codes Board, Gary Rake, who stated that EVs are now common enough to be 'expected' and 'usual' - not the original intent of special hazards provisions. My Question: If the battery (fuel) is the risk, similar to petrol, diesel, and LPG vehicles, why does adding a standards-compliant charger trigger hazard classification?
