About Foundation for Humanitarian Action at Sea

The Foundation for Humanitarian Action at Sea aims to address the global humanitarian crisis at sea by serving three primary functions. Firstly, it establishes a Dialogue Platform to convene stakeholders from diverse sectors, fostering collaboration and discussions on challenges and solutions to Search and Rescue (SAR) operations. Secondly, it coordinates research, advocacy, diplomacy, and technical expertise on the imperative of saving lives, aspiring to become a hub for comprehensive analysis and data of the humanitarian crisis at sea. Thirdly, it supports Search and Rescue (SAR) operations through financial assistance, training, and information. Additionally, it expands the fleet conducting SAR operations across various maritime routes, leveraging Geneva's position as an international hub for refugees, maritime, and humanitarian organizations. The Foundation for Humanitarian Action at Sea (FHAS), is governed by a Board of Trustees comprising Richard Watts, maritime expert and founder of HR Maritime, a representative from the International Federation of Red Cross and Red Crescent Societies (IFRC), a representative from the International Chamber of Shipping (ICS) and a Geneva-based lawyer with expertise in international and public affairs. The Executive Team is led by the founder and director, Dr. Caroline Abu Sa'da and includes, Carine Fauchs as Program and Development Manager and Ralph Mamiya as Researcher. The Advisory Borad is composed by key maritime and humanitarian stakeholders, including RNLI, IMRF, IOM, UNHCR, OHCHR, and SOS MEDITERRANEE, to ensure its actions effectively address the needs of those involved in search and rescue operations. This governance model reflects the FHAS’s commitment to neutrality, collaboration, and efficiency.
