About Harper Professional Services
Harper Professional Services (HPS) is a consultancy based in Las Vegas that specializes in government affairs, economic development, and public policy priorities on behalf of governmental entities. HPS was created by Wesley Harper and Christine Johnson in 2023. Prior to HPS, Wesley and Christine led the Nevada League of Cities and Municipalities (League). As Executive Director of the League, Wesley advocated on behalf of Nevada’s cities and municipalities to ensure their interests were represented in the Nevada State Legislature, the United States Congress, the National League of Cities (NLC), private citizen groups, and governmental agencies. Prior to joining the League, Wesley served as the Technology Commercialization High Growth Manager for the Nevada Governor’s Office for Economic Development (GOED) and facilitated the relationship with the University of Nevada Las Vegas (UNLV) to advance the principles of the Nevada Knowledge Fund Program which was designed to encourage the creation of commercially-viable intellectual property in partnership with the institutions comprising the Nevada System of Higher Education. Together with the UNLV International Gaming Institute, Wesley advanced the Global Gaming Capital Initiative to reinforce Nevada’s position as the world’s leader in gaming and hospitality. As Deputy Director of the League, Christine was primarily responsible for leading the One Nevada Plan, which included advancing member municipality legislative and policy interests at each level of government, promoting member engagement to ensure that each member’s priorities were understood and pursued as well as ensuring that each member municipalities was informed of the League’s activities in aggregate, developing orientations and professional development training and programming for elected officials and for professional staff, and advancing member local, regional, and statewide economic development activities and revenue growth initiatives.
