The HdL Companies began their legacy of service to public agencies as Hinderliter, de Llamas & Associates in 1983. The company's founder, Robert Hinderliter, a city manager and finance director, developed California's first comprehensive sales tax management program and secured legislation allowing for independent verification of state allocations. In 1992, HdL Coren & Cone (HdLCC) was created to oversee property tax services. HdL Software was formed in 1996 to provide software and services for business license and lodging taxes.
