As an independent pavement consultancy, Heelis Consulting takes responsibility for technical evaluations and asset management for DBFOs and PFIs across the UK. We analyse survey information from assessment methods such as: • Deflectograph • Falling weight deflectometer • Skid resistance (SCRIM) • Measurement of ride quality (HRM/SCANNER) • Visual inspections • TRMM surveys (Trunk Road Maintenance Manual) We’ve also acted as Principal Designers for numerous high-profile pavement maintenance projects and offer site supervision services. Notable clients include: • M40 England DBFO (for the operation portion of the UK Highways concession) • A55 Wales DBFO (for the operation portion of the UK Highways concession) • A130 England DBFO (for the operation portion of the UK Highways concession) • Sirhowy Enterprise Way DBFO (for the operation portion of the Caerphilly County Council concession) DBFOs must understand both the specifications and standards when the contract is awarded and compare them to the current standards. By doing so, the pavement can be maintained cost-effectively, achieving the contract requirements while meeting client expectations.
