About Houston Land Bank - HLB
The Houston Land Bank (HLB)’s mission is to acquire vacant, tax-delinquent, and other deteriorated property in the City of Houston and assure its redevelopment into productive use. Organized in 2000 as the Land Assemblage and Redevelopment Authority (LARA), HLB revised its name and bylaws in 2018 and is in the process of building the team and new systems for the non-profit local government corporation. As a partner with the City, non- and for-profit development communities, HLB is a key instrument in the City or further neighborhood transformation, supporting affordable home ownership, community revitalization, as well as the continued Hurricane Harvey recovery effort. Our work to date, as the LARA organization, has had measurable impacts on Houston including returning over $700,000 of yearly tax revenue, improving the quality of life for over 140,000 residents, and increasing government efficiency through the management or redevelopment of hundreds of underutilized properties.
