Disclaimer: The Illinois Department of Early Childhood will support select programs and services for children from birth to 5, families, providers and educators starting July 1, 2026. We are currently working on a seamless transition of early childhood programs and services alongside the Department of Children and Family Services (DCFS), Illinois Department of Human Services (IDHS), and the Illinois State Board of Education (ISBE). The Illinois Department of Early Childhood (IDEC) is a new state agency created to simplify and strengthen early childhood services for families across Illinois. For too long, families and providers have had to navigate a complex web of systems, applications, and rules spread across multiple agencies—often leading to confusion, delays, and missed opportunities during a child’s most critical years. IDEC was established to change that. By consolidating early childhood programs currently housed within the Department of Children and Family Services (DCFS), Illinois Department of Human Services (IDHS), and the Illinois State Board of Education (ISBE), IDEC is creating a single, unified system that makes it easier for families to get help and for providers to deliver it. We’re building a new, family-centered department grounded in equity, access, and transparency—because no family should have to navigate complex systems to get care for their child. Until the full transition is complete in 2026, services will continue uninterrupted at DCFS, IDHS and ISBE. Our work today is focused on building the infrastructure, listening to community voices and preparing for a smooth transition that puts families and providers first.
