About International Counsel Bureau - Lawyers and Legal Consultants (ICB)
We were established in 1994 by Abdul Rahman Al Haroun. He was later joined by Ghazi Al Qahtani in 1998. Together they set out to create a pioneering law firm entrenched in the local community’s identity and applying international standards of practice. We have grown to become one of the leading legal practices in Kuwait with established corporate law and dispute resolution practices. In 2020, we launched our tax practice being one of the first Kuwait law firms to do so. We provide legal and tax advisory services to local and international clients from multiple sectors and industries. We have a culture of collective effort and willingness to share expertise to provide the best service to our clients. From the beginning the firm was staffed by a balanced mix of local and expatriate professionals. Together they provide our clients with an effective blend of localised practical knowledge and global experience. When required, we cooperate with leading law firms from around the world to provide “best in class” service. ICB is regularly listed as a recognised law firm by Chambers and Partners, and IFLR 1000. Our recognised internship programme, in association with universities at home and abroad, is an important part of our commitment to encourage our interns to be part of a diverse legal community.
