Phoenix was managed by 7 Degrees of Change Foundation 2013-2022. All School management works through the North Carolina State Board of Education. Phoenix Academy is governed by the Phoenix Academy Board of Directors and works cooperatively with North Carolina Department of Public Instruction. Upon retiring in 2022 Kim Norcross continues to sit on the Phoenix Academy Foundation Board. The board owns all of the school buildings provided to Phoenix Academy. Phoenix Academy is now under the school management of National Heritage Academies.
