We provide, with unparalleled expertise, a comprehensive range of transportation consulting services, and never stray from the personable experience that our clients have come to expect. Our firm has had a multimodal focus from the beginning. We were founded on the second floor of Portland’s Union Station in 1983 by Tom Lancaster, a train enthusiast who would go on to become one of the nation’s leading experts in at-grade rail crossings and mitigating transit-auto conflicts. Through most of its history under Tom, the firm consisted of two to three staff members who worked primarily on traditional traffic engineering projects like traffic impact studies and signal designs. Todd Mobley took over as the firm’s sole principal upon Tom’s retirement in 2007. Under Todd’s leadership, the firm has grown to include ten staff members, expanding its services to include transportation planning and design projects such as parking analyses, bikeway design, and Vision Zero planning. In 2015, the firm launched the Street Lab in order to provide clients with innovative, holistic solutions to transportation problems that transcend traditional disciplinary silos.
