About LEPL The National Agency for sustanible Land management and Land Use Monitoring

Development of immovable property market necessitated establishment of a new registration system for ensuring recognition and protection of immovable property rights by the state. Registration provides security of purchase, use and disposal of immovable property, i.e. after registration the owner can buy, use and dispose of property without hindrance, which is guaranteed by the state. This function is granted to the state by such fundamental legislative acts as the Constitution of Georgia, the Civil Code and other normative acts. The registry includes all necessary data regarding immovable property status (borders of immovable property, quantity, legal status). Previously the registration process was very complicated and time-consuming for physical and legal persons. The situation was especially difficult in big cities, because those institutions that dealt with owners (technical bureaus of inventory, housing departments, notaries, etc) demanded a lot of time and funds from customers. Citizens had to pay many official or unofficial fees. For solving this problem and simplifying procedures, the National Agency of Public Registry – a legal entity of Public Law under the Ministry of Justice of Georgia was established according to the Law of Georgia on State Registry of June 1, 2004. The creation of NAPR practically provided basis for establishment of a new registration system. The main purpose of NAPR is: to establish a unified, modern and customer-oriented public registry; to support improvement of investment rating; to ensure transparency of registration and protection against conflict of interests; to ensure operation of a system; to support development of immovable and movable property market.
