To continue with the economy growth while being more 'clean' and 'low carbon', the National Institute of Clean-And-Low-Carbon Energy (NICE) has been established in December of 2009. NICE is a national research institute focused on clean energy research and commercialization which is funded by the Shenhua Group, an integrated energy conglomerate with businesses including coal mining, power, railway, coal to liquids, etc., and it is the largest coal company in the world.
