Who We Are Established in March 2023, the National Skills Council is an executive government body committed to advancing skill development, recognition, and validation. Under the leadership of Executive Chairman Dr Jeffrey Pullicino Orlando, we serve as the driving force behind Malta’s national skills agenda. What We Do Our mission is to foster a future-ready, competitive, and inclusive workforce by addressing current and future skills needs. We lead evidence-based policy development in employment and education, manage critical operational functions, and promote collaborative strategies through our Technical, Corporate Services, and Strategy teams. Mission & Vision We envision a resilient and prosperous Malta built on a workforce equipped for tomorrow. Our mission is to ensure that Malta’s labour market is prepared to face rapid technological change, demographic shifts, and climate challenges by aligning national skills policies with global trends.
