About Ogallala Land & Water Conservancy

The Ogallala Land & Water Conservancy (OLWC) was created specifically as a nonprofit organization in the State of New Mexico for the primary purpose of conserving the groundwater resources of the Ogallala Aquifer, which experiences only limited recharge, through the use of Water Right Lease Agreements and groundwater conservation easements, while transitioning irrigated farmland and ranchland to dryland cropping or grazing land. This is a looming issue for every farmer, rancher, and community dependent on the Ogallala Aquifer from Texas to North Dakota. The Ogallala Land & Water Conservancy’s primary goal is to ensure the long-term installation resiliency of Cannon Air Force Base (CAFB). Groundwater from the Ogallala Aquifer is essential to Cannon’s continual operation. The Department of Defense (DoD) has determined that the Cannon AFB REPI project is a priority. The preservation of the Ogallala Aquifer for City and County residents is also a priority of the Central Curry Soil & Water Conservation District (CCSWCD), the Clovis City Commission, and the Curry County Board of County Commissioners. The OLWC functions as the Eligible Entity (EE) for implementation of the DOD's Readiness and Environmental Protection Integration (REPI) Program project at Cannon Air Force Base, the Natural Resources Conservation Service (NRCS) Regional Conservation Partnership Program (RCPP) award, and the New Mexico Office of the State Engineer grant award. The combined REPI ($7,545,200), RCPP ($6,911,311), and OSE ($2,400,000) funding awards provide $16,856,511 to pay landowners, in a contiguous wellfield residing in a paleochannel that runs northwest and west of Cannon AFB, to discontinue irrigation and develop sustainable land and water management practices in Curry County, thereby preserving vital agricultural land and groundwater resources. Federal, state, and local funding make it possible to execute the Cannon AFB REPI Project.
