About Oklahoma Office of Family Representation
The Family Representation Advocacy Act was enacted into law on June 2, 2023. The Act established the Family Representation Advocacy Program (FRAP) within the Administrative Office of the Courts (AOC). The purpose of the Family Representation Advocacy Program is to ensure uniform and high-quality legal trial and appellate representation for children and indigent parents, legal guardians and Indian custodians in deprived child actions brought by the state. The Family Representation Advocacy Program shall build the central Office of Family Representation (OFR) to ensure that all children and qualified parents, legal guardians, and Indian custodians who are entitled to court-appointed counsel receive counsel who are well trained, supported and have access to resources in order to deliver uniform and high-quality legal representation. The Office of Family Representation will implement interdisciplinary legal defense statewide for qualified parents, legal guardians, Indian custodians and children. Interdisciplinary legal defense is defined as an attorney, social worker, and/or mentor working together on a team to represent their client. Interdisciplinary representation plays a critical role in achieving the best outcomes for children in child welfare cases by protecting the legal and due process rights of parents and children, presenting balanced information to the courts, and promoting the preservation of family relationships.
