About Policy Institute for Community Birth and Midwifery
PICBM is a national nonprofit tackling the maternal health crisis by championing community-based midwifery and safe, accessible birth options across the U.S. In a country where more people die from pregnancy and childbirth than in any other high-income nation, PICBM advances proven solutions: community-based, direct-entry midwives and community birth settings - homes, clinics, and free-standing birth centers. Our purpose is to improve health outcomes and expand equitable access to safe, physiologic birth for all families, especially those most impacted by poor perinatal outcomes. We work to remove barriers and elevate the essential role of community-based midwives in delivering high-quality, cost-effective care that supports healthier pregnancies and births and lifelong wellbeing. PICBM serves as a trusted policy resource and partner to advocates, legislators, and health leaders across the country. We: • Develop and support policy strategies to license midwives, expand birth center access, and improve Medicaid and private payer reimbursement. • Provide technical assistance, legislative templates, and policy tools to midwifery advocates and state policymakers. • Lead and convene national coalitions to advance community birth as a vital option in maternity care. • Educate Congress and federal agencies about the urgent need for midwifery-led care within all health systems that serve mothers and newborns. • Conduct and translate research to inform policy, fill knowledge gaps, and strengthen advocacy. • Develop state and federal initiatives to grow and strengthen the midwifery workforce, including scholarships for direct-entry midwife students and support for preceptors and programs. PICBM believes that access to community-based midwives and birth settings is not only a matter of choice - it is a matter of life and health.
