About Pro-Enterprise Panel (PEP)
The Pro-Enterprise Panel (PEP) serves as an internal advocate for businesses within the government to foster a pro-enterprise business environment. The PEP, chaired by the Head of Civil Service, Mr Leo Yip, comprises business leaders from the private sector, supported by a network of senior public officers. The PEP seeks to enable a pro-enterprise environment by regularly reviewing rules and regulations to encourage innovation, streamlining regulations to minimize compliance costs for businesses, and encouraging regulatory innovation to support new business models. The panel pro-actively solicits feedback on regulatory matters from the private sector to provide timely, effective and practical solutions to address the regulatory concerns that businesses face.
