SAMAR allows manufacturers, importers, builders, banks, insurers and the public to control title and ownership of movable assets not registered on eNaTIS. SAMAR covers the entire life-cycle of an asset and creates the most recent reliable record of an asset and keeps it up to date. SAMAR may be used for all movable assets and “yellow metal”, and can also be applied to motor vehicles registered on eNaTIS, where additional control is required. The SABS policy change regarding “yellow metal”, created a gap across the asset life cycle, impacting the ability to effectively manage and control the financing of assets that are not registered on eNaTIS, due to the lack of systems to fulfill this need. Double discounting, mis-description for value purposes and fraud risk uses were also a motivation. Assets are marked with a tamper-proof, high security label containing a unique asset number, which allows the asset and its characteristics to be verified and managed via a mobile web interface.
