About South Dakota Ellsworth Development Authority
In 2009, the South Dakota legislature created the South Dakota Ellsworth Development Authority. SDEDA’s mission is: (1) to make sure that the Great State of South Dakota is always a Great Place for the US Department of Defense to conduct its essential National defense mission at Ellsworth Air Force Base; (2) to work hand in hand with local governments, the private sector, and property owners to promote the health and safety of those living or working near the Base; (3) to protect and promote the economic impact of Ellsworth Air Force Base and associated industry; and (4) to work with the Base and local communities to prepare for additional growth in missions at Ellsworth Air Force Base. The Base was originally listed on the 2005 BRAC list designated for closure; however, the State of South Dakota developed and authorized the SDEDA to protect and promote the economic impact of Ellsworth AFB and its associated industry. Due in part to the State’s proactive action, the Base was removed from the BRAC list. SDEDA is a public entity with the authority to exercise essential public functions. SDEDA reports to the State’s Governor’s Office of Economic Development. SDEDA comprises seven members appointed by the Governor with the advice and consent of the State Senate. The chair is designated by the Governor, and the members elect other officers as is necessary. SDEDA has the authority to employ agents and employees as is necessary to execute the mission and its related duties. SDEDA is authorized to exercise various powers including, but not limited to, establishing compatible land use, as provided for in subdivision 50-10-32(2) around Ellsworth Air Force Base, or generally suitable for protecting or promoting the economic impact on the state of Ellsworth Air Force Base and related industries.
