SPANCOLD es el Comité Nacional Español de la Comisión Internacional de Grandes Presas (ICOLD - CIGB). La Comisión Internacional de Grandes Presas (ICOLD-CIGB), que tiene su sede en París, fue creada en 1928 con el objetivo de trabajar en beneficio de la sociedad, aportando sus conocimientos para la contribución de la Ingeniería Civil al desarrollo de la humanidad y a la mejora de la calidad de vida. Cinco años más tarde, en 1933, España se adhirió a la Comisión. Desde entonces, el Comité Nacional Español de Grandes Presas (SPANCOLD) viene trabajando en el seno de ICOLD con una intensidad tal que dos veces han ocupado presistas españoles la Presidencia de la Organización: José Torán (1970-1973) y Luis Berga (2006-2009), habiendo sido anteriormente Vicepresidentes de ICOLD. También han sido Vicepresidentes Rodolfo Urbistondo y José Luis Guitart. Actualmente la Comisión agrupa a más de 90 países y en su seno trabajan más de 7.000 profesionales relacionados con la Ingeniería de Presas de todos los tipos y tamaños.
