About Systematic Observations Financing Facility (SOFF)
The Systematic Observations Financing Facility (SOFF) is a financing mechanism supporting countries in closing basic weather and climate observations data gap in developing countries with the most severe shortfalls in observations, specifically Least Developed Countries and Small Island Developing States. SOFF provides grants and technical assistance to support the long-term acquiring and sharing of basic surface-based weather and climate observations, according to the internationally agreed Global Basic Observing Network (GBON) regulations. SOFF is a foundational element and a delivery mechanism of the UN Secretary General’s Early Warning for All Initiative. WMO, UNDP and UNEP co-created SOFF at COP26 in 2021 as a United Nations Multi-Partner Trust Fund (UNMPTF).
