About Texas PACE Authority
At the Texas PACE Authority (TPA), we empower property owners across Texas to make energy and water upgrades that save money, strengthen local communities, and protect the environment. As a nonprofit, we administer the state’s Property Assessed Clean Energy (TX-PACE) program in partnership with local governments, offering a simple and cost-effective path for businesses, nonprofits, and industrial facilities to improve their infrastructure. Through TX-PACE, property owners can finance improvements—such as energy-efficient HVAC systems, solar panels, and water conservation measures—through voluntary property assessments. Our streamlined approach allows programs to launch quickly and operate efficiently, eliminating the barrier of upfront costs. We engage communities through education and outreach, ensuring organizations of all sizes understand the benefits of PACE financing. TPA also provides online training for contractors, architects, and engineers, while expanding participation among local lenders. Since the PACE Act’s passage in 2013, TPA has led statewide adoption of this innovative tool. Working with Keeping PACE in Texas and more than 100 stakeholders, we helped develop “PACE in a Box”—standardized guidelines and best practices now used across dozens of Texas communities. Funded by user fees and grants, TPA focuses on its mission without competing with the private sector. Our goal is to bring sustainable, energy-efficient solutions to every corner of Texas—building a more resilient, cost-effective, and environmentally conscious future in partnership with property owners, contractors, lenders, and local governments.
