Vuonna 1999 toimintansa aloittanut Työttömyysvakuutusrahasto eli TVR on työmarkkinaosapuolten hallinnoima ja Finanssivalvonnan valvoma itsenäinen laitos, jonka päätehtävänä on työttömyysetuuksien rahoittaminen. Työttömyysvakuutusrahasto määrää ja perii työttömyysvakuutusmaksut sekä valvoo työttömyysvakuutusmaksuihin liittyvien velvoitteiden täyttämistä. TVR myös perii työttömyysturvan työnantajan omavastuumaksun ja käsittelee työnantajan koulutuskorvauksia. TVR:n toiminta rahoitetaan työnantajilta ja palkansaajilta perittävillä työttömyysvakuutusmaksuilla sekä sijoitustuotoilla. The Unemployment Insurance Fund (TVR) launched its operations in 1999. It is an independent institution governed by social partners and is supervised by the Financial Supervisory Authority (FIN-FSA). The main task of the Unemployment Insurance Fund is to finance unemployment benefits. TVR also steers, develops and supervises the implementation of the collection procedure for unemployment insurance contributions, and determines and collects the employer’s liability component within the unemployment insurance contribution. In addition, TVR processes employers' training compensations. The operations of TVR are financed by investment income and unemployment insurance contributions collected from employers and employees.
