Rund 2,8 Millionen Menschen leben in der Region Stuttgart, einem der dynamischsten und innovativsten Standorte Europas. Hier werden rund 30 Prozent der landesweiten Wirtschaftsleistung erbracht. Dies kann jedoch nur gelingen, wenn die Region, die aus 179 Gemeinden besteht, als Gesamtheit optimal funktioniert. Auch aus diesem Grund wurde 1994 der Verband Region Stuttgart per Landesgesetz als Körperschaft des öffentlichen Rechts gegründet. Sein gesetzlicher Auftrag zur „Förderung und Sicherung einer geordneten Entwicklung“ hat in nahezu 30 Jahren an Aktualität nichts verloren. Die politische Steuerung obliegt der Regionalversammlung mit ihren derzeit 88 Mitgliedern. Diese werden alle fünf Jahre durch die rund 1,7 Millionen Wahlberechtigten in der Region gewählt. Die Direktwahl sorgt für ein starkes demokratisches Mandat und ist einmalig in Baden-Württemberg. Sparringspartner der politischen Ebene ist die Geschäftsstelle mit über 80 Mitarbeiter*innen. Sie bereiten die Beschlüsse der Regionalversammlung und der Ausschüsse vor und setzen diese um. Außerdem beraten sie die Kommunen in der Region.
