About Virginia Institute of Procurement
The Virginia Institute of Procurement (VIP) within the Division of Purchases and Supply at the Department of General Services delivers certification programs and continuing education to Virginia’s public procurement professionals. VIP currently offers professional certification at four levels: • Virginia Contracting Associate (VCA) – as the first rung of the ‘Virginia Contracting’ certification ladder, this certification has a particular focus on small purchase, emergency, and sole source procurements as well as eProcurement. • Virginia Contracting Officer (VCO) - is the second rung of the ‘Virginia Contracting’ certification ladder and focuses on complex purchases (over $100,000), competitive sealed bidding, and competitive negotiation. • Virginia Contracting Master Program (VCM) – as the final rung of the ‘Virginia Contracting’ certification ladder, this certification focuses on expanding leadership skills, improving problem-solving techniques, and building community through networking. • Virginia Contract Administrator and Risk Management (VCARM) - is a ‘Virginia Contract Administration’ certification focusing on contract administration policy activities in the Commonwealth. Participation in these programs are voluntary and open to employees of the Commonwealth of Virginia and employees of other public bodies who meet the eligibility criteria of the certification level they pursue. VIP also offers Continuing Education classes that satisfy the recertification hours required every five years for the certification programs above.
