What's Where will be an events website (app to follow) to promote local businesses who don't have the expertise to promote their events to reach their target audiences or who can't afford to spend a lot on advertising. The second element is for the customers who are looking to discover what is happening locally on a day to day basis as well as planned events for the future. SME's particularly outside of the city struggle to get footfall through the door and this is mainly due to their customers not hearing about what is happening within the businesses due to lack of promotion. I'm sure you've often travelled miles to events that have peaked your interest but if you don't know you won't go. From the customer perspective it's difficult to get information about what is happening in the local area as there is not one encompassing events resource that currently does this particularly if you want to do something at the last moment that doesn't require advance planning like searching multiple google results and Facebook pages.
