רשות המסים בישראל הוקמה, הלכה למעשה, בעקבות החלטת הממשלה בדבר איחוד האגפים - מס הכנסה ומיסוי מקרקעין, המכס ומע"מ, ושע"מ (שירות עיבודים ממוכנים), שהתקבלה ביום 15.9.03, במטרה: "לאחד את ניהול נושא גביית המסים תחת מנהל ראשי אחד ולהסמיך אותו על פי חוק להפעיל את חוקי המס הרלוונטיים". האיחוד נכנס לתוקף ביום 1.9.2004. החל ממרס 2018 מכהן ערן יעקב בתפקיד מנהל רשות המסים בישראל. הקמת רשות המסים היוותה מהלך בעל חשיבות, הן בהיבט של התייעלות מערכת המס ושיפור השירות לאזרח, והן כחלק בלתי נפרד ממערכת אכיפת החוק בישראל.
