About Spartan Contracting Services

John Moustis, the President & Owner of Spartan Construction & Design, Inc., dba Spartan Contracting Services, incorporated the company in 1991 and brings with him 25 years of consulting and construction experience. John started his career in home remodeling in 1980 after graduating with Honors in Power Machine Technology with an AAS degree from Moraine Valley Community College in Palos Hills, IL. In 1984, he was employed by a local lender to work as their Project Analyst, which is where he learned the process of submitting and obtaining VA, FHA, FNMA and FHLMC project approvals nationwide. While employed by a national lender and working part time as a remodeler, in 1991, John was certified by HUD as an FHA Fee Inspector. At this time, John opened his own construction company called: “Spartan Construction & Design, Inc.,” which is where he began his start in building new homes. After several successful years of homebuilding, executing project approvals and remodeling John became certified in 2000 as an HUD/FHA 203(k) Consultant. On the average, John has completed about 30 FHA 203(k) Work Write-ups each year. After several successful years of continuous performance of various construction jobs, project approvals and FHA 203(k) inspections, John decided to create a second company called: “Spartan Contracting Services”. This company was created solely, for the purpose of executing FHA Condo Approvals and performing FHA 203(k) inspections. The majority of work performed with Spartan Contracting Services are the HUD 203(k)'s. I enjoy doing them along with educating new lenders and R.E. Brokers about the program.
